Opdrachtomschrijving Projectmanager Financiën

De gemeente Oirschot bevindt zich in een fase waarin versterking van de financiële functie noodzakelijk is. Naast het verder professionaliseren van de financiële processen en advisering, staat de organisatie voor belangrijke ontwikkelingen, waaronder de voorbereiding en begeleiding van de ambtelijke fusie met de gemeente Best. Tegelijkertijd is sprake van een grotendeels vernieuwd team van financieel adviseurs dat behoefte heeft aan inhoudelijke begeleiding, coaching en verdere ontwikkeling.

Voor deze opgave zoekt de gemeente een ervaren Projectmanager Financiën die strategische financiële advisering combineert met leiderschap, teamontwikkeling en veranderkundige kwaliteiten.

Doel van de opdracht

De opdrachtnemer zorgt voor een robuuste financiële adviesfunctie binnen de organisatie, versterkt de kwaliteit van de financiële advisering, ondersteunt de organisatie bij de fusieopgave met de gemeente Best en begeleidt de verdere ontwikkeling van het team Financieel Advies.

Resultaatgebieden en werkzaamheden

• Ontwikkelen, actualiseren en implementeren van financieel beleid en financiële strategieën.
• Fungeren als strategisch sparringpartner voor de Manager Bedrijfsvoering en de Concerncontroller.
• Bewaken van de financiële continuïteit en het signaleren van kansen en risico's.
• Coördineren van de planning- en controlcyclus, specifiek de bestuursrapportages (jaarrekening is reeds belegd, begroting 2028 wordt vanuit de werkgroep in de fusie-organisatie gecoördineerd).
• Kwaliteitscontrole op financiële besluitvorming en rapportages.
• Aansturen, coachen en begeleiden van vier financieel adviseurs.
• Bijzondere aandacht voor de ontwikkeling van drie recent gestarte financieel adviseurs die nieuw zijn binnen de gemeentelijke sector.
• Versterken van financiële adviesvaardigheden, bestuurlijke sensitiviteit en kennis van gemeentelijke financiën.
• Inrichten van een professionele werkwijze binnen het team en borgen van kennisdeling.

Gevraagde expertise

• Afgeronde HBO+ of WO-opleiding in Bedrijfseconomie, Finance, Accountancy, Bestuurskunde of vergelijkbaar.
• Ruime ervaring in een senior financiële advies- of managementfunctie.
• Aantoonbare ervaring binnen gemeentelijke organisaties, goede kennis van het ruimtelijk domein.

Join our dynamic Finance team as a Senior Financial Accountant focused on Record-to-Report (R2R) for our German entities.

In this role, you will take ownership to lead financial reporting excellence, deliver meaningful insights, and care for our cross-functional community. You will drive process optimization, enhance data workflows, and support automation initiatives in a supportive international environment.

These are some of the key components to the position:

• Prepare and analyze monthly, quarterly, and annual financial statements in accordance with International Financial Reporting Standards (IFRS) and local standards.
• Drive month-end and year-end close activities, balance sheet reconciliations, and the resolution of accounting discrepancies.
• Support the accurate preparation of German statutory accounts (Jahresabschlüsse) and coordinate smoothly with audit partners.

• A recognized professional accounting qualification (e.g., ACCA, CPA, CIMA, Bilanzbuchhalter IHK) or actively progressing toward final completion.
